Decision

Governance policies use scheduled review plus an emergency amendment path.

Scheduled Review

• Conduct governance policy review on a fixed cadence (quarterly by default).
• Review must assess consistency across policy documents and unresolved contradictions.
• Outcomes: no change, clarification update, or proposed amendment.

Emergency Amendment Path

Emergency path may be used for:

• critical compatibility risk,
• security/safety governance gap,
• policy contradiction that blocks release decisions.

Emergency amendments must include:

• incident/problem statement,
• temporary and final resolution plan,
• explicit effective date,
• follow-up review in next scheduled cycle.

Publication and Authority

• Governance amendments follow staged publication lifecycle (Draft -> Accepted -> Effective).
• Final authority and appeals follow ./decision-authority-policy.md.
