Governance policies use scheduled review plus an emergency amendment path.

== Scheduled Review

- Conduct governance policy review on a fixed cadence (quarterly by default).
- Review must assess consistency across policy documents and unresolved contradictions.
- Outcomes: no change, clarification update, or proposed amendment.

== Emergency Amendment Path

Emergency path may be used for:

- critical compatibility risk,
- security/safety governance gap,
- policy contradiction that blocks release decisions.

Emergency amendments must include:

- incident/problem statement,
- temporary and final resolution plan,
- explicit effective date,
- follow-up review in next scheduled cycle.

== Publication and Authority

- Governance amendments follow staged publication lifecycle (``Draft`` -> ``Accepted`` -> ``Effective``).
- Final authority and appeals follow ``./decision-authority-policy.md``.
